In this consolidated appeal, the relator, Kip O’Connor, appeals judgments in two mandamus cases that arose out of a dispute between O’Connor and Clackamas County about development permits relating to a rock revetment (commonly referred to as a retaining wall or rip-rap) along the Sandy River.
