In this appeal, we consider whether a landowner acquired a vested right to operate a quarry on its property.

In May 1978, Gordon C. Willis, Jr., president of Rockydale Quarries Corporation, and James Puckett, Rockydale’s vice-president for production, toured Jack’s Mountain, located in Franklin County. Rockydale’s officers were considering acquiring a site on Jack’s Mountain to operate a quarry. In August 1978, Willis had several discussions with certain persons who owned land on Jack’s Mountain to ascertain if they were interested in selling their properties.
