This is a civil rights case in which the pursuit and apprehension of a fleeing suspect resulted tragically in the death of that suspect. Charles Keiser, in a fit of apparent mental instability, moved construction equipment to block traffic on US-23 in Livingston County on a snowy Thanksgiving morning in 2004.
