Plaintiff, the Board of Education of Community Unit School District No. 16, embracing land in McLean, Woodford, De Witt, Logan and Tazewell counties, filed its complaint in the circuit court of McLean County seeking a declaratory judgment and injunctive relief. The county clerks and treasurers of the involved counties are defendants. In its April 21, 1977, order the trial court denied the relief sought, and we allowed plaintiff’s motion for direct appeal.
