Plaintiff Harold Parks (“Plaintiff’), former City Manager of the City of Brewer, brings this Section 1983 action against Defendants the City of Brewer (“the City”) and Mayor Donna Thornton (“Thornton”), Edward Campbell (“Campbell”), and Janet Cobb (“Cobb”), all City Councilors during Plaintiffs tenure (“Defendants”).
