The defendant was convicted of a charge of speeding after a jury trial in the Circuit Court. The Appellate Division of that court affirmed the conviction, and we granted certification. The evidence offered by the state concerning the defendant’s speed was based entirely on the use of a *367speed detection instrument by the state police. The issues on this appeal are whether the scientific principles of this device, popularly called “radar”, and the application of those principles to the measurement of speed may be judicially noticed, whether the operator of the radar unit was qualified to testify…
