INTRODUCTION
The Massachusetts Parole Board (the board) brings this action in the nature of certiorari under G.L.c. 249, §4 for judicial review of a decision of the Civil Service Commission (the commission). In its decision the commission ordered the reinstatement of Philip Maurice to his position as a parole officer after his discharge by the board. The board argues that the commission erred as a matter of law in reversing the board’s decision to discharge Maurice, and that this error substantially impairs the board’s rights.
