The Oregon Department of Administrative Services (DAS) seeks review of three final orders of the Employment Relations Board (ERB) certifying election results that added temporary workers to bargaining units represented by the Oregon Public Employees Union (OPEU). DAS contends that the statutes governing temporary employees demonstrate the legislature’s intent to exclude them from regular-status employees’ bargaining units.
