Pending are Defendants’ Motions to Dismiss, 1 as well as Plaintiffs’ Motion for. Summary Judgment (Dkt. No. 48) and City of Laredo Defendants’ Cross-Motion for Sum mary Judgment (Dkt. No. 54). In addition to considering the briefs, the Court discussed the disputed issues with attorneys for all parties at a hearing on November 19, 1998.
