MURGUIA, District Judge.
Plaintiffs have filed a first amended complaint seeking to compel Defendants, as officers or employees of the United States or an agency thereof, to perform certain alleged non-discretionary actions pertaining to Plaintiffs’ request to abate the interest due on certain tax assessments from and after December 31, 1992.
