This diversity contract action against a foreign government presents the threshold question whether a private American corporation’s breach of contract claim against the Sovereign Democratic Republic of Fiji (“Fiji”) is barred by sovereign immunity, or is otherwise nonjusticiable by virtue of the act of state or political question doctrines.
