Appellant, a liquor licensee, was charged by the Department of Alcoholic Beverage Control with selling beer to a minor, one Gilbert Monson. (Bus. & Prof. Code, § 25658, subd. (a).) He had previously been convicted of that offense in the municipal court. Following an administrative hearing on the accusation pursuant to the decision proposed by the hearing officer, the Department of Alcoholic Beverage Control made its order revoking appellant’s license.
