Clarence I. Taylor, Jr. brought this action pursuant to 42 U.S.C.A. § 1983 (West 1994), alleging that Investigator David K. Waters deprived him of rights guaranteed under the Fourth, Fifth, and Fourteenth Amendments by arresting him without probable cause and by failing to disclose exculpatory evidence to the prosecutor in a more timely manner. 1 Investigator Waters appeals the refusal of the magistrate judge 2 to grant his…
