Larry Jerome Brooks brought this action pursuant to 42 U.S.CA. § 1983 (West 1994), seeking monetary damages for alleged violations of his rights under the Fourth, Fifth, and Fourteenth Amendments in connection with his arrest and prosecution on state criminal charges.
