POSNER, Circuit Judge.
Richard Suter appeals from two orders by the district court in a suit brought against him by the SEC for fraud and other misconduct in the sale of securities, in violation of the Securities Act of 1933, 15 U.S.C. §§ 77a et seq. Suter has a long history of committing frauds. See, e.g., SEC v. Suter, 732 F.2d 1294 (7th Cir.1984); United States v. Suter, 755 F.2d 523 (7th Cir.1985); McCullough v.
