WILLIAMS, Circuit Judge.

Eduard Reneslacis was convicted after a jury trial for offering bribes to a public official and for making materially false statements to a public official. Reneslacis appeals, contending that the court (1) improperly increased his offense level for offering money to an official “holding a high-level decision-making or sensitive position” and (2) incorrectly found that he had led or organized the offense.
