WALD, Circuit Judge:

The plaintiff, Richard Bartel, appeals dismissal of his claims against the Federal Aviation Administration (FAA) and Brian Vincent, an FAA official. Bartel, proceeding pro se, 1 alleged that the FAA violated the Privacy Act of 1974, 5 U.S.C. § 552a, and is liable for a tortious invasion of his privacy under the Federal Torts Claims Act, 28 U.S.C. §§ 2671-80.
