Plaintiffs brought this action alleging violations of 42 U.S.C. §§ 1981, 1982, 1983, 1985; Title VII of the Civil Rights Act of 1964; the Demonstration Cities and Metropolitan Development Program (Model Cities Act), 42 U.S.C. § 3301 et seq.; and the Comprehensive Employment and Training Act (CETA), 29 U.S.C. §§ 801-999.
