Sufyian Barhoumi is detained, by the Department of Defense at Guantanamo Bay, Cuba, pursuant to the Authorization for Use of Military Force, Pub. L. No. 107-40, 115 Stat. 224 (2001). On his petition for release by habeas corpus, this Court, in a decision affirmed by the D.C. Circuit Court of Appeals, held that he was *86legally detained as “part of’ an al-Qaida associated force.
