On September 12, 2010, Juan L. Villa suffered catastrophic injury to his spine when the all-terrain vehicle he was riding overturned. Villa, claiming both economic and noneconomic damages, brought products liability and negligence claims against those allegedly liable for his injuries. Florida’s Agency for Healthcare Administration (“AHCA”), which administers Florida’s Medicaid program, 1 paid for portions of Villa’s medical care.
