VANDE WALLE, Chief Justice.

[¶ 1] Timothy Lamb appealed from a judgment of conviction finding him in violation of a city ordinance requiring an owner of rental property to have a Certificate of Occupancy issued by the City. We affirm.

[¶ 2] In 1997, Lamb purchased a residential lot in Grand Forks. He subsequently moved a house onto the lot, with the intent to use it as a rental property. The Grand Forks Building Inspections Department conducted inspections of the building and noted numerous items to be corrected.
