MEMORANDUM AND ORDER
GESELL, District Judge.
These consolidated cases challenge interim regulations promulgated by the Secretary of Transportation pursuant to the Surface Transportation Assistance Act of 1982 (STAA), Pub.L. No. 97-424, 96 Stat. 2097 (1983), as amended, designating certain highways on which longer and wider trucks may operate nationwide. 48 Fed.Reg. 14,844 (April 5, 1983).
