This is a case brought by the United States Department of Justice, Civil Rights *617Division to enforce the Religious Land Use and Institutionalized Persons Act of 2000 (“RLUIPA”), 42 U.S.C. §§ 2000cc-2000cc-5 against Bensalem Township, Pennsylvania.
