FARLEY, Judge:

This is an appeal from a March 21, 1996, decision of the Board of Veterans’ Appeals (BVA or Board) which found that a March 1957 rating decision severing the veteran’s award of service connection for a psychiatric disorder was not the product of clear and unmistakable error (CUE), but granted the veteran’s claim for service connection for his psychiatric disorder based upon new and material evidence. The only issue on appeal is the Board’s determination that the 1957 rating decision did not contain CUE. This appeal is timely and the Court has jurisdiction pursuant to 38 U.S.C. §…
