I. INTRODUCTION
Jean Lamartine (“Lamartine”) filed the instant petition for a writ of habeas corpus challenging his conviction on three counts of rape of a child and one count of contributing to the delinquency of a child. The Respondent, Kelly Ryan (“Respondent”), is the superintendent of Massachusetts Correctional Institution-Shirley, the facility where Lamartine is currently confined.
