MARDEN, Justice.

On appeal from a decision of the Superior Court, jury waived, upon a complaint under Rule 80B M.R.C.P. which sought review of action imposing salary sanctions by the Superintending School Committee (Committee) of the defendant Town. Plaintiff is a school teacher (Teacher) in the public school system (System) of the Town of Winslow (Town) in tenure status, 1 by virtue of which he was extended a “teacher’s continuing contract” effective May 2, 1966 for a two year period beginning September 1, 1966 and ending August 31, 1968 with a salary “fixed at $5,700.00 per annum for the…
