Plaintiffs Victoria Smyth, Patricia Montgomery, Angela Smyth (Victoria’s child), and Casey Montgomery (Patricia’s child)1 are re*30cipients of Aid to Families with Dependent Children (“AFDC”). Defendant is the Commissioner of the Virginia Department of Social Services (‘VDSS”), sued in his official capacity as administrator of Virginia’s AFDC program.
