In this Freedom of Information Act case, Plaintiff Laurence Ball seeks four *39documents from the Federal Reserve System’s Board of Governors (the “Board”)— two memorandums analyzing the Federal Reserve’s legal justification for extending loans to Bear Stearns/JPMorgan and American International Group (“AIG”) during the 2008 financial crisis, and two spreadsheets listing the collateral securing those loans.
