By special act of the Legislature ¡Navarro county, or any political subdivision, or defined district therein, is authorized to'issue bonds for the purpose of constructing public roads, to levy and collect taxes to pay interest thereon, and to create a sinking fund for the redemption thereof, when approved by a two-thirds majority of its resident property taxpayers, qualified voters, at an election held'for that purpose upon petition of a specified number of voters, in the manner and under the regulations provided by the act.
