LAWSON, District Judge.

The petitioner, Perry Jackson, presently confined at the Cotton Correctional Facility in Jackson, Michigan, filed a pro se application for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 on September 24, 2002.
