MEMORANDUM OPINION

Kayla Dionne Lewis and Felton Hill, the named plaintiffs in this civil suit, bring this putative class action against the defendant, the District of Columbia (“District” or “defendant”), pursuant to 42 U.S.C. § 1983 (2012), alleging constitutional violations arising from their arrests and subsequent detentions by the District in 2014.
