The plaintiffs in this personal injury action, Raymond and Doris Lacey, are the parents of Raymond Lacey, Jr. (R.J.), who was injured while riding his bicycle at Fort Adams State Park in Newport, Rhode Island, on July 6, 2000. They brought suit on behalf of their son and in their personal capacities against the State of Rhode Island and the State of Rhode Island Department of Environmental Management.
