Plaintiff Anna Lea Justice appeals the district court’s grant of summary judgment to defendants, the Pike County Board of Education (“Board”) and its superintendent, Frank Welch, in her free speech and disability discrimination action. Justice, a certified teacher, worked as Grants Department Director for the Board. When Welch became the new superintendent, after a campaign in which Justice supported his opponents, he abolished the grants department and reas signed Justice to the classroom.
