— This matter is before the court on an appeal from the decision of the Pennsylvania Liquor Control Board by which they refused to renew the license of petitioner. At an election held on September 9, 1947, a majority had voted *216against the granting of licenses in the Borough of Port Matilda which was the municipality in which applicant sought to have its license renewed.
