MEMORANDUM AND ORDER

This matter is presently before the Court for decision after a bench trial. The plaintiffs, two Massachusetts corporations engaged in the automobile dealership business, Pride Chrysler-Plymouth, Inc. and Blackstone Subaru, Inc., have sued the Rhode Island Motor Vehicle Dealers’ License Commission, (“Commission”) a state agency charged with regulating automobile dealerships, for inducing a local newspaper to refuse to run an automobile advertisement.
