Johnnie Gilbert and ten other black police officers presently or formerly employed by *1393the Little Rock Police Department appeal from a final judgment entered in the District Court1 for the Eastern District of Arkansas denying them relief on their individual claims of racial discrimination in the Police Department’s promotional practices and work atmosphere.
