This is an appeal from the Circuit Court for Montgomery County where Judge Levine dismissed a petition for forfeiture filed by Montgomery County against $103,-428.23 in United States currency.1 Richard P. Rosenberg, appellee, upon claiming that this was his money, was granted permission to intervene. There is no factual dispute here.
