The plaintiffs, James and Darlene Dinan, appealed from a decision of the defendant board of zoning appeals of the town of Stratford (board) sustaining a cease and desist order of the zoning enforcement officer that directed them to terminate the use of their property, which is located in a single-family residence zone of Stratford, as a rooming house.
