The plaintiff, the Stewart B. McKinney Foundation, Incorporated, has brought this civil rights action claiming the decision of the defendant, Fairfield Town Plan and Zoning Commission, to require the plaintiff to obtain a special exception for its intended use of a two-family residence it owns is discriminatory.
