The plaintiff Eighth Utilities District (hereinafter “Eighth District” or “District”) brought a declaratory judgment action against the town of Manchester and others to determine whether it has the right to extend its boundary lines and to furnish fire protection to a section of the town of Manchester known as the Buekland Area. Further relief was sought by way of a permanent injunction enjoining the town of Manchester from interfering with the extension of the Eighth District boundary and the furnishing of fire protection to the Buekland Area.
