This matter comes before the Court as the result of an attempt by the Commonwealth of Puerto Rico (“Commonwealth”) to subject the United States’ Naval Station at Roosevelt Roads (“NSRR”) to administrative proceedings for the adjudication of NSRR’s rights to take water from the Rio Blanco. The Commonwealth conducted its efforts to administer the use of water in the Rio Blanco through its Secretary of the Department of Natural and Environmental Resources (“DNER”), Daniel Pagan Rosa (“Secretary Pagan”), who has since been succeeded by Carlos Padin Bibiloni…
