On December 23, 1981, Gregory J. Sackinger, while an inmate at Attica prison mailed the following to the clerk of Special Term, Supreme Court, Cattaraugus County, to wit: a petition, sworn to before a notary public, a notice of petition and a proposed order to show cause. All of the documents submitted related generally to the enforcement of rights allegedly violated when the petitioner was a prisoner in the Cattaraugus County Jail.
