DAVIS, Judge:
In Dingess v. Nicholson, 19 Vet.App. 473, 491 (2006), we held that when a decision awarding service connection, a disability rating, and an effective date has been issued prior to the enactment of the Veterans Claims Assistance Act of 2000 (VCAA), Pub.L. No. 106-475, § 3(a), 114 Stat.2096 (codified in part as 38 U.S.C. § 5103(a)), then section 5103(a) notification is not required because “the purpose that the notice is intended to serve has been fulfilled.” The question presented to us today is whether VA committed procedural error when it failed to provide notice pursuant to…
