OPINION AND ORDER

BLOCK, Judge.

I. Introduction

This is a case brought under the National Childhood Vaccine Injury Act (the “Act”)2 *2for review of the Special Master’s denial of a claim for compensation. But at its heart, this case is about a tragedy brought about by a cruel providence and a failure of learning. The tragedy here is of the worst sort, the illness of a child — in this case a baby boy.
