MEMORANDUM AND ORDER
HIBBLER, District Judge.
CLUB and a collection of individual churches (“Plaintiffs”) and the City of Chicago (“Defendant”) filed cross motions for summary judgment; also, the City filed a motion for summary judgment on Count XIV of Plaintiffs’ Fourth Amended Complaint, i.e. the Religious Land Use and Institutionalized Persons Act (RLUIPA). The issues have been fully briefed and thus are now ripe for adjudication.
