HOLDAWAY, Judge:

The appellant, Walter F. West, appeals the March 3, 1992, Board of Veterans’ Appeals (BVA or Board) decision which assigned an effective date of March 5, 1957, for service connection of the appellant’s defective vision of the left eye and denied his claim for entitlement to an evaluation in excess of 10% for defective vision.
