Plaintiffs-appellants Debra Seitz, a real estate professional, and Greg Welter, then an Elgin police officer, found themselves in trouble after the City of Elgin (“City”) learned about Greg’s use of police databas es to further the interests of a real estate management company that he partially owned. The City learned of Greg’s actions when it received print-outs of email traffic between Greg and Seitz.
