In proceeding pursuant to CPLR article 78 to review a determination of the appellant State of New York Division of Housing and Community Renewal, dated August 14, 1987, which ordered a reduction in rent based upon a finding of failure to maintain services, the appeal, by permispermisis from an order of the Supreme Court, Kings County (I. Aronin, J.), dated January 12, 1988, which granted the petipetito the extent of "setting the matter down for a hearing”.
