Mollison, Judge:

The plaintiff, in this case, imported into the United States an article described on the invoice as “twisted seagrass.” A sample is before us as plaintiff’s illustrative exhibit 1, and appears to be a two-strand cord, about three-sixteenths of an inch thick, each strand apparently consisting of pieces of sea grass twisted together, and the two strands tightly twisted around each other, apparently when wet, so that, presumably, they dried that way.
