GUIN, District Judge.
As stated in the court’s memorandum opinion of April 7, 2003, this cause has been before the court for many years. Many original parties and most original counsel are no longer involved in the litigation and the court has no intention of revisiting issues decided long ago. Through the years many complex issues have been decided by this court and the Eleventh Circuit Court of Appeals.
